Biometric Credit Card

Vestnik policii, 2020, 7(1): 3-9.
DOI: 10.13187/vesp.2020.1.3CrossRef

This article discusses a new technology for creating bank cards, such as biometric bank cards, which use a combination of a fingerprint scanner and EMV technology. With this method of protecting the card, it is necessary to register the fingerprint. This can be easily done at home using your phone and scanner, or the credit card provider can do it himself. The fingerprint is then encrypted and stored on your card. At the same time, it was noted that the majority of consumers are ready to make changes to the solution for biometric payments, despite some reservations regarding security. The article presents and analyzes the pros and cons of this card system, and also explains how biometric bank cards differ from conventional credit bank cards with contactless payment. It is concluded that the use of biometrics for bank cards will significantly increase the level of its security. The main obstacle to their implementation is that it costs 20 times more to create a biometric credit card than a conventional one, but the cost of new technology always decreases over time.

The Problem of the Solution’s Stability of the Mathematical Model of a Pyrotechnic Device

Vestnik policii, 2020, 7(1): 10-18.
DOI: 10.13187/vesp.2020.1.10CrossRef

Pyrotechnic devices are widely used in law enforcement agencies, since the energy released in it makes it indispensable for creating compact and autonomous mechanisms or special-purpose devices. Currently, the development of promising pyrotechnic devices is carried out mainly experimentally, which requires significant material and time costs. The mathematical model of the pyrotechnic device, formulated by us in 2012, demonstrated satisfactory accuracy, using the example of the “Nika” pyrotechnic installation and a stand for impact tests. At the same time, it had problems with the stability of the solution, found in solving a number of problems. They were more or less present when using different methods of numerical integration, both constant and variable step. The addition of three differential equations for volume, pressure and density to the model made it possible to solve this problem. Its software implementation in the Delphi environment has shown that even with the Euler method at a step less than 10–4 s, the solution becomes stable, despite the rigidity of the problem.

Commercial Banks as Countering the Financial Security of Terrorism

Vestnik policii, 2020, 7(1): 19-25.
DOI: 10.13187/vesp.2020.1.19CrossRef

This article discusses the place that commercial banks play in terrorist financing. The facts are also given why commercial banks should be under strict control and monitoring by the specialized administrative department "Financial Intelligence". In addition, considers the measures that exist to combat such crimes as terrorism in commercial banks. What methods of transferring funds exist, under what names and organizations they are carried out. How and how it is possible to suspend or prevent “suspicious transactions” and what a bank employee should take when the suspected of financing terrorism. Credit organizations are one of the main mechanisms for financing terrorism, therefore, when carrying out the main activities of their preventive measures against the use of a bank, the main activities are carried out to prevent the financing of terrorism in accordance with national legislation for the above purposes. A number of recommendations are presented, the implementation of which will make it possible in practice to reduce the likelihood of using a commercial bank for financing terrorism and other illegal actions.

Launching a New Boat for the Spanish Customs

Vestnik policii, 2020, 7(1): 26-31.
DOI: 10.13187/vesp.2020.1.26CrossRef

On December 16, 2020, the first boat of the “Rodman 138” class was launched in Vigo for the Spanish Customs. According to press reports, this is Europe's largest fiberglass vessel, but even larger plastic minesweepers of the “Segura” class were built in the 1990s. The boat will have two 1500 kW engines and will reach speeds of up to 29 knots. Autonomy will be 2000 miles at a speed of 16 knots. Judging by the distributed 3D model, the boat will be armed with a double-barreled 20-mm cannon. However, judging by the fact that the artillery is very similar to the pre-war Oerlikon cannon, as well as the fact that the location of its installation is extremely unfortunate, it looks like the weapons are given only for illustration and in reality will be different.
