Organizational-Legal Bases of the Interaction between the Police and the Population in the Russian Empire (XVIII century)

Abstract:
Implementation of a permanent police function has become an urgent necessity in the XVIII century for the Russian Empire. In this article the author has set a goal to consider organizational and legal bases of interaction of the police and the population, laid down in the period of formation and development of absolutism in Russia. The contents of this article helps us to reveal the major milestones in the development of law enforcement in the socio-political context of the formative period of the absolute monarchy in the Russian Empire. The basis of this study lay down analysis of the legislation, regulations adopted during the XVIII century, and modern historical and legal research. As demonstrated research, legislation, in the course of the reforms of Peter I, not only created a regular police force in Russia, but also laid the foundation for its interaction with the public. However, the board of each of the subsequent Russian emperors, have different effects on the very structure of law enforcement and its functioning.

Abstract:
Implementation of a permanent police function has become an urgent necessity in the XVIII century for the Russian Empire, this trend continued in the XIX century. In this article the author has set a goal to consider the organizational and legal bases of interaction of the police and the population laid down in the period of formation and development of absolutism in Russia, in the era of the reign of Emperor Alexander I. The contents of this article help us to reveal the major milestones in the development of law enforcement in the socio-political context of the formative period of the absolute monarchy in the Russian Empire. The basis of this study is an analysis of the legislation and regulations adopted from 1801 to 1805 as well as the modern historical and legal research. The legislation in the course of the reforms of Alexander I changed not only a regular police force in Russia, but the features of its interaction with the public. However, the board of each of the subsequent Russian emperors has different effects on the very structure of law enforcement, its functioning and bases of the interaction with the public.

This article is dedicated to the description of a number of the simple means, with the aid of which it is possible to stop attempts at the penetration to the information of the computer, connected into the network, it is noted, that safety of computer with the work in the Internet depends on many factors, and first of all – from the observance by the user of entire complex of rules and precautions, are given recommendations regarding raising safety level, if there is no possibility to create the complex protective system.

Centralized Protection of Apartments and Personal Property with the Help of Technical Means of Private Security Divisions of Police

Abstract:
The subject of the research is centralized security apartments and personal property. In his article, the author defines the basic principles of the centralized protection of apartments and personal property in the Russian Federation. A special place is given to the analysis of problems faced by central security points and combatant divisions of private security in this area of activity. The author examines in detail the procedure for the implementation of the centralized protection of apartments and personal property by the front-line police units with the help of technical means. The main research methods were used in the analysis of legal acts and contemporary Russian scientific literature. The main conclusions of this study are to determine the main principles and objectives of protection of apartments and property of citizens of the Russian Federation. The author in his work examines in detail the procedure for the implementation of the centralized protection of apartments and personal property in Russia, focusing on the actions of private security staff.

The Concept of Suitability of Staff to Work with Confidential Information on the Basis of Personal Qualities

Abstract:
Now in one of the existing international and domestic standards on information security as security vulnerabilities not mentioned personal qualities of staff and are not defined as methods of their evaluation. Meanwhile, the personal qualities included in the structure of professional competence of a specialist of any profile, and they constitute the essence of the concept "human factor", which is often the cause of loss and leakage of proprietary information. This article raises the question of the impact of human factors on information security for the organization and the need for analytical work with staff before admission to confidential information, as well as when applying for a job. The author emphasizes that the importance of personal characteristics is not inferior to the importance of professional competence, if we are talking about information security. In the article the author identifies the reasons for the negative impact on information security from staff, determines the most dangerous from the point of view of information security the personal characteristics of staff as the reasons for the negative impact on information security, and examines methods and tools for assessing personal qualities of personnel and carrying out analytical work.

Abstract:
The article deals with different aspects of the activities of French Police. The Author discusses various questions of legal bases of functioning of the Central Department of Public Security (hereinafter CDPS). Highlights as the national mechanisms to combat the crime in France and international mechanisms. The national legislation of France is studied in details. The competence of the police is considered. Particular attention is paid to the structure of CDPS. The conditions of the recruiting and training are investigated. Abstract:
The article discusses various aspects of the investigation of cases of laundering of criminal proceeds. Highlights as the national mechanisms to combat the laundering of such proceeds, and international mechanisms. Studied the national legislation of Croatia regulating this subject, and considered the competence of the police during the investigation. Special attention is paid to the interaction of the police with other public authorities. Studied the methods of interaction of public authorities of Croatia with the competent bodies of the member states of the European Union. In detail studied the international treaties adopted by Croatia and counteracting money laundering.
